The difference between ‘Participation of all’ and ‘general approval’:General approval means that when the approver approves, as long as the approval rules are met, it will be converted to the corresponding state, while the 'Participation of all' is when all the approvers have completed the approval, and then calculated according to the rules, so as to switch to the corresponding state.

The configured rule is ‘Participation of all’, and the passing rule must be 100%. Therefore, even if someone rejected, the state to be converted will be calculated according to the approval rule after the approval of all the approvers is completed.
