5.4 Department fields cannot be searched or used in gadgets?

Orgwise expanded the custom field types of “Department of Assignee“ and “Department of Reporter“. Those fields are available to be searched in JQL or used in gadgets since Orgwise v4.6.0, and make sure to re-index JIRA issues after those fields created.
