There are two ways to create a work plan or work log:
（1）From (1) From the issue list on the right, drag and drop the issue to the calendar on the left. 
（2）Mousing

(2) Mousing over a certain day will make the option to create a new work log or work plan appear:

Using the either of the above two methods, the dialog to create a new work plan or log will appear.
