Find the workflow used by this issue in approval and add a validator for the transitions you want to prohibit.
Note: Don't worry about the issue in this workflow but not in approval rules, they will not be affected by this configuration.

Select “Transition is not allowed during approval”, Click “Add”

After the validator configuration is completed, users cannot manually change transition the approval status of the issue and can only operate through the approval panel.
