There could be multiple reserve groups for one permission group.

4 User capacity and capacity reminder of permission groups
To prevent automatic activation of users from exceeding an acceptable upper limit, you can set the limit, and a threshold can be set for sending reminder emails.

5 Active Statistics
After enabling version 2.0.2 or later of the plugin, it will start recording the daily number of users logged into Jira. Administrators can view the past logged in amount on page Auto deactivate users - Active statistics.
